Annex 1 – Mandatory Conditions:

Not applicable. This licence does not authorise the sale & supply of alcohol.


Annex 2 – Conditions consistent with the operating schedule:

1. The event shall be run in accordance with the latest version of the Greenwich + Docklands International Festival (GDIF) Safety Management Plan (ESMP), as submitted to members of the Royal Borough of Greenwich Entertainment Licensing Safety Advisory Group (ELSAG) comprised of representatives from the Licensing Authority, the Responsible Authorities and other relevant bodies. The ESMP shall include (but not be limited to) a site plan, full risk assessment, Noise Management Plan and an Event Waste Management Plan.


2. The event shall have an Event Liaison Team (ELT) consisting of Production Manager, GDIF Executive Producer or Head of Production (or suitable representative) and Head of Security.


3. The professional security company shall have an on-site presence throughout. Should a major incident arise, the Head of Security shall immediately inform the GDIF Production Manager and Executive Producer who, in turn, shall advise the Emergency Services.


4. The Event Liaison Team in place shall meet at regular intervals throughout the day so that any non-emergency concerns can be discussed and dealt with.


5. Event stewards shall be in communication with each other and with the control point by two way radio. All stewards shall wear jackets or tabards that readily identify them as such.


6. To promote an environment that is safe for the public and staff, GDIF shall operate to the following conditions and protocols, in line with the latest version of their ESMP and as agreed:


Attendance monitoring:

• The performances are of a small-to-large scale across a number of open sites, with sufficient space for audience capacity and adequate room for circulation. GDIF does not therefore foresee overcrowding as a risk at these performances.

• Audience numbers shall be assessed by eye by security, taking into consideration audience behaviour, weather conditions, and performance elements.


• All performances or performance elements within a closed area shall have limited audience capacity, which shall be pre-agreed and monitored by professional security and the artists undertaking the performance. 

• GDIF shall work with the security company to create a detailed audience management plan to ensure that no location reaches capacity.

• If it becomes necessary to turn away potential audience members due to capacity restraints, stewards and volunteers shall inform audiences that the performance has reached its capacity and shall advise on egress routes.

• Stewards shall be located at key points to monitor audience ingress and manage the egress.


 Stewarding:

• Professional stewards shall provide security and stewarding throughout the event.

• All stewards shall wear readily identifiable clothing.

• Sufficient two-way radios shall be made available.

• Stewards and Festival Volunteers shall be allocated positions around the site to act as information points for those attending the performance.

• Stewards shall manage audiences, ensuring that access routes are maintained without overcrowding and that escape routes are kept clear at all times.

• Stewards shall ensure that all persons attending the event observe any exclusion zones around technical equipment and performances, in particular any moving parts / objects. Appropriate barriers shall be used where necessary.

• Stewards shall ensure that all persons attending the events are kept clear of moving vehicles, and any moving vehicles on site associated with the events shall be chaperoned by appropriate stewards in high visibility tabards. (See also Vehicle Movement.)

• Stewards shall be briefed prior to the event start time as to their duties in the case of an emergency. All stewards shall be provided with contact details for the Production Manager, Head of Production, and the Executive Producer for any queries that arise during the events.


First Aid:

• A QCQ first aid provider shall be engaged to provide cover for the event, ensuring that first aid is available at each of the site locations.


 Fire safety and emergency:

• Emergency access routes for emergency vehicles shall be maintained clear of obstructions throughout the build / strike period and event duration.

• Suitable and sufficient fire-fighting equipment shall be placed in the vicinity of all potential sources of ignition including (but not limited to) temporary electrical installations and generators.

• The Fire Brigade shall be called to any outbreak or suspected outbreak of fire by the ELT. Key staff shall be briefed as to how emergency services shall be summoned.

• A rendezvous point for the emergency services shall be specified in the EMP.

• There shall be special arrangements for the safe evacuation of disabled people / people with access needs.


Structures:

• All temporary structures shall possess adequate strength and stability, both in service and in construction, and their assembly shall be carried out in accordance with plans, calculations and specifications drawn up by a competent designer. 

• All structures shall adhere to standard industry conditions and Health & Safety documentation shall be available on request.

• Model and location details of any temporary structures shall be submitted to the Royal Borough of Greenwich prior to the event, if required.

• Section 30 notices shall be applied for in accordance with any built structures as recommended by RBG Guidelines, if and where necessary / applicable.

• A barrier delineation system shall be put in place to ensure the public remain a safe distance from any structures where necessary.

• All structure and performance builds shall take place in a secure area, with no public access at any time until the area is deemed safe by the GDIF Production Manager.

• A Wind & Weather Management plan shall be drawn up to enable the GDIF team to take appropriate action on structures in relation to given wind speeds. Weather forecasts shall be consulted and an anemometer shall be used for live monitoring of wind speeds. All visiting companies shall provide a Weather Management Plan to GDIF ahead of any performances.

• GDIF’s marquee supplier shall ensure that all marquees comply with BSI conditions. Marquees shall be fire retardant and appropriate fire-fighting equipment shall be positioned in the marquee.

• Any stands for loudspeakers or lighting fittings shall be ballasted for stability to prevent them falling or being knocked over, and shall be barriered where necessary to avoid persons tripping over protruding legs, etc.


 Special effects: 

• Special effects shall be not be used without prior approval of the Royal Borough of Greenwich and the relevant river authority, and shall be included in the final ESMP and submitted four (4) weeks before the event. It is programmed that After the Storm [working title] by Walk the Plank on the Woolwich Ferry shall contain pyrotechnics fired from land and vessel. 

• Once the nature of the special effects has been defined and a suitably qualified contractor appointed, a full risk assessment shall be carried out.


Vehicle movement:

• There shall be no vehicle movement allowed on-site during the event, with the exception of vehicles used as part of the performance and emergency vehicles in the case of an incident.

• Adequate clear access to all parts of the site shall be maintained for emergency service vehicles.

• Stewards shall ensure that all persons attending the events are kept clear of moving vehicles, and any moving vehicles on site associated with the events shall be chaperoned by appropriate stewards in high visibility tabards as needed.


 Technical hazards:

• The use and installation of on-site electrics shall be overseen by a competent and qualified person/s.

• Trip hazards shall be identified and suitable provision shall be made to eliminate risks of injury, through cable ramping, cable matting or trenching, as most appropriate, or with barriers if necessary.

• All temporary power cables shall be suitable for outdoor use and shall be routed so as to prevent mechanical damage and/or access by unauthorised persons. 

• All temporary electrical installations shall be checked for suitability and safety on completion by a competent and qualified person/s. 

• All generators, where required, shall be diesel fuelled.

• Suitable barriers shall be provided around all plant, machinery and high-risk heat sources if used.


 Catering:

• Health & Safety information for catering stands shall be circulated to Trading Standards and Environmental Health, and resulting stipulated conditions and timelines shall be adhered to.


General:

• The site plan submitted to the Royal Borough of Greenwich, including all structures, facilities and entertainment areas, shall not be altered without the consent of RBG. (Refer Annex 4.)

• The final ESMP shall detail emergency procedures, Risk Assessment, Lost Children and Vulnerable Persons procedures, and Stewarding positions. GDIF shall comply with any additional requirements found to be necessary by RBG’s officers during inspection of the event arrangements or during the event.


Covid-19:

• All events shall be separately risk assessed on a Covid-19 basis, and shall be supplied separately to the ESMP in line with Government guidelines. 

• The event shall not start or end before or after the times stated, unless otherwise specified in the licence and agreed with the Borough.


Toilets:

• Adequate toilet provision shall be available as detailed in the final ESMP and shall be submitted four (4) weeks before the event.


Waste Management:

• Waste management arrangements shall be in place throughout the duration of the performances, with additional waste clearance arranged by GDIF in consultation with RBG as necessary.


Noise:

• A designated person shall be in charge of the sound systems and shall be present throughout the event.

• The PAs shall be  positioned, as much as is practical, at the maximum distance from residential or other noise-sensitive premises, and shall be designed in a way to reduce impact to the nearest noise-sensitive premises.

• All information pertaining to noise shall be included in the final ESMP.


Lost Children & Vulnerable Persons:

• A designated meeting point for lost children and vulnerable people shall be in place, details of which shall be fully confirmed in the ESMP. This meeting point shall be clearly signposted throughout the site and staffed by stewards with Disclosure & Barring Service (DBS) accreditation.

• Stewards shall be placed by areas which are deemed to pose a particular risk to children, in order to ensure children are effectively excluded from those areas.


Annex 3 – Conditions attached after a hearing by the licensing authority:

None.


Annex 4 – Plans:

The premises shall be maintained in accordance with the plan/s annexed to this Premises Licence and licensable activities shall only take place in those areas designated on the annexed plan/s.
